Scotland now has a parliament and Wales something similar. We are told that England has appeared on an EU map as "other regions". If England doesn't really exist, this could explain why "regional assemblies" were set up in what we think of as England. Perhaps England ceased to exist when James 6 of Scotland became James 1 of England?
